Where to position a stay?

What is the best position to place a stay ie is the purpose of the stay to resist the everyday load or the wind load?

Most utilities advise that stays are designed to resist the wind load, but not all.

HB331:2020, section 22.8.1 “Wind stays are normally designed to resist the entire wind load (ie a pinned foundation is assumed for transverse loads).”

Energex Overhead design Manual, section 3.5.1.A “Only the wind condition loads need to be considered when sizing stays. Assume that all load is taken by the stay”

Ausgrid NS220 section 10.6, “Generally it is only necessary to consider the Maximum Wind load case when selecting and sizing stays… For distribution applications, ensure that the stay is designed to take the full load applied”
