If your power utility does not specify wind loads to use on poles and plant you will need to derive values you feel are suitable for the context. 

Wind loads can be obtained by multiplying the conductor wind load by a drag (shape) factor. Commonly used factors are shown in AS1170.2 Appendix E and AS4676:2000 table E4.

For example a round pole might use 1.2 (AS1170.2 table E3) although for a rough bush pole a higher value may be better. A transformer may have a drag factor of 1.9 (AS4676 table E4).
